Overly short-term and reactive approaches are specifically risky at a time when governments around the world are striving to become proactive and preemptive. The good news is that several approaches to anticipatory governance have already been developed. We welcome you to join us and explore how globally leading practitioners master anticipatory governence and lead future-oriented policymaking.
This Masterclass will bring together the accumulated international expertise from countries with the some of most mature foresight systems known for their innovative approach to policy. The masterclass is hosted and facilitated by the Lee Kuan Yew School of Public Policy and the think tank Demos Helsinki. Both work closely with policymakers and have extensive expertise developing public anticipatory capabilities in Singapore and Finland.

The training is for both experts that are already or soon will be using and developing foresight in their work – and executives looking to become more proactive, strategic and preemptive in their positions. You may apply individually or as a team.
Participants from diverse backgrounds are encouraged to register. You will benefit of having a basic understanding of foresight eg. through academic studies or practical application but this is not a requirement for registering.

Cheryl Chung is currently Head of Singapore at Kantar Public. Previously, she was Programme Director (Executive Education Singapore Futures) where she established the Futures capabilities within the Executive Education branch, while overseeing the strategic direction for the Singapore and Open Enrolment markets. She also headed the School's Strategic Planning department where she built the research and teaching capabilities at the School with the “FutureReady Singapore” project.
Before joining the School in 2015, Cheryl worked in the Singapore Government where she led futures projects across several ministry portfolios for 8 years. She entered the world of public policy futures as part of the pioneer team for the Ministry of Trade and Industry's Futures Group. There, she led projects exploring the industry development potential of trends such as big data, and 3D-printing.
After MTI, she moved to the Strategic Policy Office, under the Prime Minister's Office, where she co-led the Emerging Strategic Issues Project v2.0 and led research work on the Evolving Role of the State. She also designed, developed, and delivered their in-house training programme, Futurecraft, focusing on foresight communication. Cheryl's most recent ministry posting was to the Ministry of Transport where she helped to start the Ministry's futures team and led the development of their policy framework for Autonomous Vehicles.
Cheryl is one of the co-founders of Quad Research, a non-partisan collective that believes in expanding the space for data-driven discourse and assisting in better collective decision making for Singapore's future. She is also the Co-Editor of The Birthday Book for 2018.
Sokero is a senior expert and lead trainer in the Transformative Governance team and manages the public sector capacity building project portfolio. He specializes in strategic foresight, experimentation and agile governance.
In his work at Demos Helsinki, he designs and facilitates various learning modules on the use of foresight and agile methodologies, and anticipatory leadership for senior executives.
Besides trainings, Sokero provides strategic advise for building anticipatory governance systems and agile governance practices to governments around the world.
Moreover, Sokero has extensive expertise in innovation system design, public sector innovation and designing and planning of strategic interaction between researchers and stakeholders. He has also provided strategic advice for universities, especially to enhance cooperation between knowledge-producers and the users of knowledge. Sokero has a master's degree of social science from the University of Helsinki, majoring in International Development.
